New York Stock Exchange, Cboe Global Markets and Nasdaq have sent a joint letter to the Securities and Exchange Commission warning that a proposal to force exchanges to lower fees could cut into rebates the exchanges pay market makers. "Harming this critical component of our markets could have unintended cascading and irreversible effects," according to the letter.
