A Kaiser Family Foundation analysis found that 6.3 million Americans with pre-existing conditions had a lapse in coverage that would lead to premium increases under the American Health Care Act in any state that obtains a waiver for the community-rating provision of the Affordable Care Act. Overall, more than 27 million people experienced coverage gaps of several months or more in 2015.
