Energy Transfer Partners' Rover natural gas pipeline has requested permission from the Federal Energy Regulatory Commission to begin operations at additional facilities by April 25 to unleash stranded shale gas from the US Northeast to serve Midwest markets. The facilities in question are mainline compressor stations, mainline pipeline segments and a Vector Pipeline delivery meter station.
