A 5-4 Supreme Court ruling on Tuesday granted a stay under which Texas voting maps for two congressional districts and certain state House districts can remain in place while an appeal moves forward. The decision overturns a lower court's ruling against the districts at a time when the maps must be set by Oct. 1.
