The Supreme Court on Wednesday heard arguments over whether federal district or appeals courts should have jurisdiction over challenges to the Obama-era Waters of the US rule. The National Association of Manufacturers argued that such cases should be handled in district courts because the rule is intended to define rather than regulate or enforce.
