The Free Law Project says that Public Access to Court Electronic Records, or PACER, failed to prevent forged cross-site requests, through which hackers charged fees to other users and filed documents unbeknownst to attorneys logged into the system. PACER should standardize and centralize itself as part of five key steps to improve its security, the Free Law Project says.
