Chief US District Judge Ruben Castillo said in a ruling Monday that the Bureau of Alcohol, Tobacco, Firearms and Explosives should discontinue stings in which suspects are persuaded to steal drugs from fake "stash houses." Castillo said the practice "must be seen through the lens of our country's sad history of racism" and that it generates resentment among minorities.
