Most construction projects have their opponents, but, for several reasons, politicians appear to prefer the larger to the smaller. They know that "noise politically generated by small projects is much greater in relation to their size," and some project managers have found they can get their favorite project approved by rolling it into a megaproject to make it indispensable.
