The Federal Permitting Improvement Steering Council says it has helped save $1 billion by reducing delays since it was created in 2015. Sen. Claire McCaskill, D-Mo., who co-created the council, says it is a "win-win all the way around" that helps reduces taxpayer expense while expediting project completion.
