The Connecticut Department of Transportation wants to redesign the Interstate 84 viaduct through Hartford to reunite neighborhoods that were divided when the original elevated highway was built. The agency presented some initial designs at a public meeting, but the project, estimated to cost between $4.3 billion and $5.3 billion, will not start until at least 2022.
