Lawmakers in Illinois have failed to adopt a budget, and the state's Department of Transportation says it will shut down road construction projects if a budget isn't passed before the end of the month. "Due to the General Assembly's refusal to pass a balanced budget, the Illinois Department of Transportation loses its ability to pay contractors starting July 1," said IDOT's Guy Tridgell.
