The Securities and Exchange Commission has delayed until further notice action on its staff's recommendation to allow a group led by Chinese investors to buy the Chicago Stock Exchange. SEC Chairman Jay Clayton said the full commission will review the transaction, rather than allowing a staff report backing the deal to take effect.
