The City Council of Santa Monica, Calif., has approved a $3.5 million contract to shorten by a third the only runway at Santa Monica Airport. The project is meant to reduce the number of jets that use the facility, lowering noise. The airport is scheduled to close completely on Dec. 31, 2028.
