The US District Court for the District of Montana is set to hear a case today seeking an injunction against the Keystone XL pipeline's presidential permit on grounds that the project's environmental review finished in 2014 is insufficient. However, Justice Department attorneys say the court has no power to intervene because that would infringe upon the president's constitutional authority over foreign affairs and national security.
