    The owner of Michael C. Graham & Son Construction in New York said he will protest fines of more than $61,000 imposed by the Occupational Safety and Health Administration, which is alleging violations by the company on fall-protection measures and other safety standards. The agency said after a job-site inspection that crews had inadequte scaffolding and inadequate training to prevent falls.
