    Springfield, Mass., has scheduled a public presentation of casino plans from three companies hoping to build a gaming facility in the city. Residents and business owners will be allowed to question Ameristar Casinos, MGM Resorts International and Penn National Gaming about their proposed developments on Dec. 11.     Steve Wynn toured Everett, Mass., on Wednesday to view a possible casino site on the Mystic River. "I remind most of you that in my business the development makes the destination.
