Sea Breeze Power and Cape Wind offshore wind project developer Energy Management have joined Dominion Virginia Power and seven other companies in expressing interest to bid later this year to develop wind energy in a federally designated area off the coast of Virginia. "When you finally put forth a proposal for a wind-energy area and you receive this level of interest, then that does confirm that we're offering an area that has commercial interest," said Maureen Bornholdt, program manager for renewable programs at the Bureau of Ocean Energy Management. - U.K. developer gets $155M in investments for wind projects
London-based developer Partnerships for Renewables received investments amounting to $155.2 million from Canada's OPSEU Pension Trust and Infrared Capital Partners for wind farms to be built in prison-owned lands and other government properties in the U.K., said CEO Stephen Ainger. "Our shareholders see a great future for renewables in the U.K. They see, from an energy security point of view and for the U.K.'s renewables targets, it's important and have been willing to back that government vision," Ainger said. - S.D. Senate panel approves plan to boost wind power incentive
The South Dakota Senate Commerce and Energy Committee voted 6-1 to advance legislation that would give wind projects an incentive equal to about 2% of their overall cost. "Let's keep South Dakota open for business in wind energy," said state Sen. Larry Rhoden, the bill's main author. - Ind. lawmakers urged to let energy sources compete
The Indiana Power of Wind coalition is urging state lawmakers to adopt legislation proposing to have an independent entity consider all sources of energy in the procurement process, allowing wind power and natural gas to compete with other sources. Under the proposal, plans by utilities to purchase new capacity would be forwarded to an independent administrator that would issue a request for proposals. "We want competitive procurement for all forms of energy," said a lobbyist for the coalition. Midwest Energy News

- White House seeks stable policy for wind
President Barack Obama wants to make the wind-energy Production Tax Credit permanent as a means to help double U.S. renewable-energy production by 2020, according to a policy framework issued by the White House.
