SAN FRANCISCO (MarketWatch) -- The board of the Federal Deposit Insurance Corp. voted to require banks to prepay about $45 billion in fees to replenish its insurance fund, according to media reports Thursday. During the year, 120 banks have failed, reportedly costing the FDIC fund about $28 billion.
