New York counties seek $265M for emergency network:

A group composed of New York state's counties is seeking $265 million in federal stimulus funds to help build an emergency-communications system that would link all levels of law enforcement, according to a published report. Separately, Frontier Communications is applying for $55 million to expand broadband service in West Virginia.
