Educators: Maryland district is a model for more TIF programs

A 2-year-old effort to reform the way teachers and principals are compensated in Maryland's Prince George's County school district is a successful model of tying teacher pay to student achievement in high-need schools, write two of the district's education leaders in this opinion piece. The educators argue that teachers and principals volunteered to participate in the Teacher Incentive Fund program and that the Obama administration and Congress should continue to expand the federal program to improve teacher effectiveness.
