Water infrastructure bank idea floated in Texas
Texas is facing another serious drought, with reservoirs only 64% full, according to the Texas Water Development Board. Meanwhile, the state's population is surging. Lt. Gov. David Dewhurst has suggested creating a "water infrastructure development bank" to build new reservoirs. Dewhurst suggested that $1 billion from the state's Rainy Day fund could go to help pay for water projects.
