Massachusetts Gov. Deval Patrick proposed developing special licensing requirements for compounding pharmacies, requiring out-of-state compounders to be licensed by the state if they ship products into Massachusetts and giving the state Board of Pharmacy authority to issue fines to companies that break its rules.
