HHS delayed until at least 2015 a rule allowing workers at businesses with fewer than 100 employees to choose their own health insurance from federally run insurance marketplaces. HHS delayed the Small Business Health Options Program to give insurers, brokers and employers more time, but at least one small-business group expressed disappointment.
