Author: Empowering principals is key to better schools

In "The Secret of TSL," author William G. Ouchi -- a professor at the University of California, Los Angeles -- says empowering principals to lead their schools with freedom over budget, curricula, staffing and their calendar is the key to better school management. Principals know their schools and students best -- better than their colleagues at the district level, argues Ouchi. They should therefore be given more autonomy to make changes -- such as decreasing teachers' total student loads -- and also be held accountable for the decisions they make, Ouchi contends.
