Many students spend years in L.A.'s English-language learning program

A study shows that almost 30% of Los Angeles students who were English-language learners early in elementary school were still in the program by the time they started high school, raising questions about the program's effectiveness. Although district officials say moving students to mainstream classes can be a lengthy process, "there is something wrong with the curriculum if there are still a very large number of students being stuck in the system," said Wendy Chavira, assistant director of the policy institute at the University of Southern California that conducted the research.
