Flooding along the Mississippi River in 2011 affected more than 21,000 homes and businesses and 1.2 million acres of farmland in seven states, resulting in $2.8 billion in damage, a report from the Army Corps of Engineers says. "The magnitude of the event tested the system and its individual components like no flood before it" and revealed parts of the system that need upgrades, the report said.
