Army Corps to dredge Delaware River without permit

The U.S. Army Corps of Engineers plans to begin dredging the Delaware River early next year, despite protests from state environmental regulators. Delaware denied a permit for the Army Corps' dredging in July, but the agency is moving forward by citing "federal supremacy" over navigable waterways. "We'll do the first phase without a permit," said Craig Schmauder, deputy general counsel. "We intend to go forward unless we are somehow barred through litigation."
