While Canada and Latin America experience rapid growth in wind development this year, wind developers in the U.S. have completed numerous projects to take advantage of the wind-energy Production Tax Credit. Nevertheless, the industry has laid off thousands of workers and shelved many development plans in preparation for the looming expiry of the PTC. "The wind energy industry is sort of the poster child of policy instability," said Rob Gramlich, senior vice president of public policy of the American Wind Energy Association.
