Ralls Corp., the Chinese-owned company that was blocked from purchasing a wind project in Oregon over national security concerns due to its proximity to a U.S. Navy base, filed a lawsuit against Terna Energy USA Holding, which used to own the project, court documents showed. Ralls is also seeking a temporary restraining order and a preliminary injunction from U.S. District Judge Amy Berman Jackson, who is hearing the company's lawsuit challenging Obama's order.
