Measure with home-buyer tax credit, e-filing rule clears Congress

A bill to extend unemployment benefits and expand the home-buyer tax credit cleared Congress on Thursday. The measure would also extend the five-year carryback of net operating losses and the FUTA surtax, and it mandates e-filing by any return preparer who files more than 10 returns.
