Obama's 2013 budget hits big banks to pay for TARP

President Barack Obama has delivered his $3.8 trillion budget proposal for fiscal 2013, and included is a proposal to raise $61 billion by taxing the largest banks to help recoup some of the money the government provided in the financial bailout. An additional $10 billion would be targeted for homeowner refinancing. The amount that Mr. Obama proposed banks pay for the Troubled Asset Relief Program increased from $30 billion a year ago, as the cost climbed to $68 billion.
