Obama outlines home energy-efficiency rebate program

President Barack Obama last week discussed a green-jobs initiative that includes the Home Star program, which would give homeowners point-of-sale rebates up to $3,000 for improving energy efficiency. The White House has estimated 2 million to 3 million homeowners could participate in the program.
