The U.S. Customs and Border Protection agency has ruled that open-source software products made in a "designated country" comply with the Trade Agreement Act, even if most of the source code is written in a nondesignated country. The ruling makes it possible for more software companies to do business with federal agencies, said Yves de Montcheuil of open-source provider Talend.
