No vote on marriage rights, D.C. board rules

The District of Columbia Board of Elections & Ethics for the third time in the past 12 months has rejected a proposed ballot measure that seeks to prohibit marriage equality. The board believes such a ballot question would be in violation of the district's Human Rights Act.
