Is homework the only way to gauge student understanding?

Washington Post education columnist Jay Mathews questions in this blog post whether homework is truly effective at some schools and whether alternatives might work better. At schools without strong homework policies, he writes, teachers could gauge student understanding by giving short quizzes during each class. Mathews adds that the goal should be to gradually increase homework.
