Natural disasters show need for communications backup
Superstorm Sandy and other recent disasters have highlighted the need for emergency communications systems to have layers of backup, experts say. Though the situation has improved since Sept. 11, 2001, commercial carriers' outages left up to 25% of people in Sandy's wake without cell service. Land mobile radio systems, satellite systems and conventional methods such as walking door to door are options until a nationwide interoperable broadband network is built.
