Retailers awaiting the final shipments to stock their shelves for Black Friday are scrambling in the wake of Hurricane Sandy and the power outages and transportation snarls that affected the supply chain. Some empty shelves are likely to persist as distribution centers, ports and other transportation systems work to get back to normal, experts say.
