Cleveland's St. Clair Superior Development Corp. launched an initiative this year designed to revive a two-block stretch of downtown with pop-up shops, offering entrepreneurs business training and six months free rent in exchange for setting up temporary shops. The first lineup of about 10 businesses will include a bakery, pizzeria and furniture shop.
