Interest groups press EPA as climate bill stalls in Senate

The energy sector and environmental groups have shifted their attention to the Environmental Protection Agency amid slow congressional action on climate legislation. Companies whose incomes might be affected by looming EPA regulations "need to pay attention to the regulatory process right now," said Sam Thernstrom, a fellow at the American Enterprise Institute.
