Is coal making a comeback?

An investigation of Department of Energy records shows more than 30 traditional coal plants are under construction in a move that could secure coal's place as part of America's energy portfolio for decades to come. "Building a coal-fired power plant today is betting that we are not going to put a serious financial cost on emitting carbon dioxide," notes one energy researcher. "That may be true, but ... [it's] pretty bad public policy."
