The wave of consolidation among rural telecoms continued to flow Tuesday when Windstream said it had bought closely held NuVox for $463 million, the telecom's third such deal since May. NuVox claims about 90,000 business customers and operates in 16 states. "We've been talking about focusing on the business and broadband space," Windstream CEO Jeff Gardner said. Nokia Siemens Networks cited the lingering economic stagnation and tougher competition as it outlined plans to possibly cut its workforce up to 9%, trim its number of business divisions from five to three and seek additional cuts aimed at saving the equipment maker up to $1.5 billion. Google said that 570,000 people used its Google Voice tool each day and that 1.4 million were regular users as the company unintentionally let slip the information -- part of a confidential FCC filing -- on the agency's Web site. Google Voice has a new rival: BT-owned Ribbit plans to launch Ribbit Mobile, which also seeks to route users' calls -- including landline ones -- to a single number. 7. Auditors rate Cisco bid for Tandberg as fair one

Consultants retained by videoconferencing-equipment maker Tandberg have issued a report terming Cisco Systems' $3 billion takeover bid a fair one, a view that contrasts with those of some Tandberg shareholders. 8. AT&T gets FCC nod on Centennial deal

AT&T has won the FCC's approval for the wireless carrier's $945 million buyout of Centennial Communications, a deal that beefs up AT&T's base by 1.1 million customers, the agency said Thursday. The mainly rural-based Centennial operates sites in the South and Midwest, and the new company must divest systems in Louisiana and Mississippi, the Department of Justice ruled last month. 9. Verizon eyes commercial customers for new fiber service

Verizon has started offering a fiber-to-the-desktop service dubbed Optical LAN Solutions to the federal government and is expected to extend the program to commercial customers soon. 10. FCC studies rules on line access
