AT&T offers pay-per-use PTT

AT&T's Cingular Wireless brand is adding a pay-per-use feature to its push-to-talk offering that enables users to access the service as needed at a rate of 15 cents per minute. Customers also have access to updated features including availability icons, a convert-to-cellular option and voice messaging.
