New York City's Board of Education has praised Chancellor Harold O. Levy's efforts to reform the nation's biggest school system in a written evaluation of the former corporate lawyer; however, the board also said that "critical deficiencies remain," particularly the $2.8 billion shortfall in the school construction budget and the overall quality of instruction. Levy called the review "fair and balanced."
