Budgetary restrictions have slowed New York City's plan to revamp instruction for English-language learners. Schools Chancellor Harold O. Levy estimates the changes would cost $75 million, money the city says it doesn't have right now. The program was to have expanded the options open to English-learners to include accelerated English immersion sections and two-way bilingual classes.
