The House of Delegates yesterday approved the appointment of an emergency panel that would have the power to approve or reject contracts and personnel decisions. The move follows the recent controversial firing of Superintendent Iris T. Metts, which has embroiled county and state officials in a fierce dispute over the board's powers, reports say. Gov. Parris N. Glendening reportedly has said he will sign the bill.
