As states place more emphasis on standardized tests, professional development is becoming a key to success for teachers. In Massachusetts, spending on professional development rose from $51.99 per pupil in 1996 to $123.91 per pupil in 2000, state Department of Education statistics show. Effective teacher training is considered crucial to improving education. But it's expensive, experts say, and the turnover rate for teachers is high, making school reluctant to pay for it.
