Emory University visiting professor Michael Leo Owens says most blacks aged 26 to 35 support using publicly funded vouchers to pay for private school tuition. Owens says aging black leaders who don't support vouchers are out of touch with their constituency, noting that increased black representation in education hasn't resulted in substantive benefits for students. Owens says vouchers may be the only hope for students who attend chronically failing public schools.
