Seattle is looking at a "cut-and-cover" tunnel -- a tunnel dug from above and covered later -- to replace its earthquake-damaged viaduct. A group of local leaders say fill from the project could be used to rebuild a weakening sea wall. Residents attending an open house last night to discuss the issue voiced concern about construction time. Several participants supported using tolls to pay for the project.
