Oral arguments are expected to begin Feb. 20 on whether Cleveland's voucher system is unconstitutional. Fewer than 1% of students receiving vouchers in the city attend nonreligious schools, and some critics say the plan is essentially a government subsidy of religious education, benefiting parents who would have ordinarily sent their children to parochial schools.
