California's Sens. Barbara Boxer and Dianne Feinstein have refused to support a $275,000-per-farm cap on government subsidies because of the legislation's potential effect on cotton and rice farmers. The House version of the farm bill continues to grant farmers some subsidies in unlimited amounts, but the Senate added the limit to its version. An advocacy group says the caps would be unfair to cotton and rice farmers because production costs for these crops are higher. A Senate-House conference committee is scheduled to take up the issue tomorrow.
